The Central Bohemian Region shows the way to make the operation of publicly owned buildings cheaper. Get inspired

The state of Czech buildings in public ownership is not good. But the amount of money that is needed for their restoration significantly exceeds what the possibilities of the state or county and municipal budgets are. The Central Bohemian Region has been an example of how to deal with this situation for several years. Hundreds of buildings of schools, hospitals or administrative buildings have been gradually repaired or repaired with our help and using the EPC method. In addition, his approach can be inspired elsewhere — in other regions and cities.

High schools and educational facilities, hospitals, senior citizens' homes and other social and cultural facilities. All of these objects are now awaiting restoration. Only we at PKV have analyzed and planned the works for the region in the last three years 27 buildings or campuses.

“The schools and other objects we have selected for this project are often decades-old and their operation is not up to the standards of the 21st century. Their energy and building modernization will mean improving their energy performance and become a more pleasant place for users,” This is explained by Jan Skopeček, Deputy Governor of the Central Bohemian Region for Regional Development, Spatial Planning, Subsidies and Sports.

Saving 6 GWh of energy per year

For the renovation of dozens of buildings, we competed together contractors a few weeks ago. In addition, we were in charge of preparing the documents for selecting the contractor and analyzing how much money and how much energy can be saved. Renovations in general may also include replacement of heat or lighting sources, insulation of walls, roofs and ceilings, modification of air conditioning, measurement and control system, replacement of wiring and installation of a renewable energy source, typically photovoltaics, and deployment of software Enmonthat monitors energy flows.

 

“The total value of the works on the selected objects is CZK 1.5 billion. In addition to the cost of building operations and carbon dioxide emissions, the county save a combined 6 GWh of energy per year, equivalent to the consumption of 1500 single-family homes per year,” stated Ivan Macho, sales director of PKV. We are one of the six companies in the Czech Republic that can prepare large-scale EPC projects and has a mandate from the National Development Bank.

EPC as a tool has been available on the market for about 30 years, yet public administrations are shy about using it because they do not have it covered.” says Ivan Macho, saying that he himself would only recommend it. Moreover, the advantage of PKV is that we already have experience with similar types of projects and even negotiation procedures with publication.

 

At the same time, the Central Bohemian Region has taken an exemplary path to avoid complications in the implementation of works. First, he identified the buildings that he would need to renovate, then he commissioned analyses to find out how those buildings were doing and where the innovation would be most energy efficient. When he already had a set of objects where the work should be done, he competed their contractors for packages so that not one firm took care of everything and it wasn't too big a mouthful. He did his best to make everything go well.

 

Preparation with a significant subsidy

“The entire preparation of EPC projects, from analyses to administration of public procurement to submission of grant applications for programs aimed at implementing energy-saving measures, was from 90% paid by the European Investment Bank through the financial instrument ELENA. The Central Bohemian Region thus co-financed a project called CEBOREG, within which it carried out the aforementioned complex preparation of a gigantic number of EPC projects, from only 10%. And it was this comprehensive preparation that ensured excellent PKV in five of the twelve projects,” says Petr Barák, Head of the Project Preparation and Implementation Department.

 

The Central Bohemian Region has several waves of EPC projects under way, so they can already see what all this brings to it. “Three EPCI pilot projects implemented in three buildings have saved the county and its organizations from their completion in 2023 15 million CZK per year. Other EPC projects in about 60 organizations represent additional savings of approximately CZK 50 to 60 million per year for the Central Bohemian Region after completion of implementation within a two-year horizon. adds Jaroslav Cingr, Head of the Department of Grant Project Management.
